Expert electrical advice from our NICEIC registered team
If you own or manage an HMO in Bournemouth, getting the electrics right is not optional — it is a legal requirement with serious penalties for non-compliance. BCP Council actively enforces HMO licensing conditions, and electrical safety is one of the areas they scrutinise most closely. This guide covers exactly what is required, what it costs, and how to stay compliant.
A House in Multiple Occupation is any property rented to three or more tenants who form two or more separate households and share facilities such as a kitchen or bathroom. In Bournemouth, HMOs are concentrated in areas like Boscombe, Winton, Charminster, and Springbourne — largely driven by the student populations at Bournemouth University and Arts University Bournemouth.
Mandatory HMO licensing applies to properties with five or more tenants forming two or more households. However, BCP Council also operates an Additional Licensing scheme covering smaller HMOs in designated areas. Whether your property falls under mandatory or additional licensing, the electrical requirements are essentially the same.
Every HMO must have a valid EICR. This is a thorough inspection and test of the fixed electrical installation — wiring, circuits, earthing, bonding, and the consumer unit. The EICR must be carried out by a qualified electrician registered with a competent person scheme such as NICEIC.
Key requirements:
Cost: EICRs start from £120 for a standard property. Larger HMOs with more circuits are priced based on the number of circuits inspected. We can schedule multiple properties on the same day for landlords with portfolios in Bournemouth.
Fire alarm provision in HMOs goes well beyond the domestic smoke alarms fitted in ordinary houses. The required grade depends on the property type, number of storeys, and the risk assessment.
Grade D LD2 is the minimum typically required for smaller HMOs (3-4 tenants, 1-2 storeys). This is a mains-powered, interconnected system with detectors in escape routes, kitchens, and the principal habitable room in each letting. Battery backup is required on all detectors.
Grade A LD2 is required for larger HMOs (5+ tenants or 3+ storeys). This is a full, professionally designed and installed fire detection and alarm system with a central control panel, zone indicators, and manual call points. Detectors are placed in escape routes, kitchens, and habitable rooms. The system must comply with BS 5839-6.
What this means in practice:
Cost: A Grade D LD2 system for a smaller HMO typically starts from £400. Grade A systems for larger properties are quoted individually after survey — typically £800 to £1,500 depending on the number of zones and detectors.
Emergency lighting ensures that escape routes remain illuminated during a power failure. For HMOs, this typically means maintained or non-maintained emergency luminaires on landings, staircases, and in hallways leading to exit doors.
Requirements:
Cost: Emergency lighting installations are quoted based on the number of luminaires required. A typical 3-storey HMO might need 6-10 units, with installation starting from around £300.
The consumer unit (fuse box) in an HMO must meet current standards. This means a metal-clad unit (not plastic) with full RCD protection. Many older HMOs still have plastic consumer units or older fuse boards without RCD protection — these need upgrading.
A consumer unit upgrade starts from £450 and provides immediate safety improvement. For HMOs with multiple consumer units (common in converted properties), each unit should be assessed individually.
Having worked on HMOs across Bournemouth for years, these are the issues we encounter most frequently:
We work with landlords across Bournemouth’s busiest HMO areas — Boscombe, Winton, Charminster, and Springbourne. We understand BCP Council’s requirements and provide the specific documentation needed for licence applications. As an NICEIC registered contractor, all our work is independently verified and fully certified.
For landlords with multiple properties, we offer efficient scheduling — inspecting and certifying several HMOs in sequence to reduce cost and coordination time.
