What Counts as an HMO?

  • Must be provided to tenants within 28 days of the inspection
  • Any C1 (danger present) or C2 (potentially dangerous) defects must be remedied — C1 immediately, C2 within 28 days
  • A copy must be available for BCP Council inspection at any time

2. Fire Alarm Systems

Fire alarm provision in HMOs goes well beyond the domestic smoke alarms fitted in ordinary houses. The required grade depends on the property type, number of storeys, and the risk assessment.

Grade D LD2 is the minimum typically required for smaller HMOs (3-4 tenants, 1-2 storeys). This is a mains-powered, interconnected system with detectors in escape routes, kitchens, and the principal habitable room in each letting. Battery backup is required on all detectors.

Grade A LD2 is required for larger HMOs (5+ tenants or 3+ storeys). This is a full, professionally designed and installed fire detection and alarm system with a central control panel, zone indicators, and manual call points. Detectors are placed in escape routes, kitchens, and habitable rooms. The system must comply with BS 5839-6.

What this means in practice:

  • Each lettable room typically needs a smoke detector (heat detector in kitchens)
  • All detectors must be interconnected — when one activates, all sound
  • Manual call points (break-glass units) at exit doors for Grade A systems
  • The system must be tested regularly and maintained annually
  • A fire alarm certificate must be available for licensing inspections

Cost: A Grade D LD2 system for a smaller HMO typically starts from £400. Grade A systems for larger properties are quoted individually after survey — typically £800 to £1,500 depending on the number of zones and detectors.

3. Emergency Lighting

Emergency lighting ensures that escape routes remain illuminated during a power failure. For HMOs, this typically means maintained or non-maintained emergency luminaires on landings, staircases, and in hallways leading to exit doors.

Requirements:

  • All common escape routes must be covered
  • Emergency lights must provide a minimum of 3 hours of illumination
  • Systems must be tested monthly (function test) and annually (full duration test)
  • Test records must be maintained and available for inspection

Cost: Emergency lighting installations are quoted based on the number of luminaires required. A typical 3-storey HMO might need 6-10 units, with installation starting from around £300.

Consumer Unit Standards

The consumer unit (fuse box) in an HMO must meet current standards. This means a metal-clad unit (not plastic) with full RCD protection. Many older HMOs still have plastic consumer units or older fuse boards without RCD protection — these need upgrading.

A consumer unit upgrade starts from £450 and provides immediate safety improvement. For HMOs with multiple consumer units (common in converted properties), each unit should be assessed individually.
